With Regional Board Resolution n. 1579 of December 23, 2024, published in BURT n. 2 of January 8, 2025, the Tuscany Region has fully implemented art. 11 of D.Lgs. 101/2020. The measure precisely identifies the new "Priority Areas", territorially circumscribed zones where it is estimated that the average annual radon concentration exceeds the reference level in a significant number of buildings. The technical investigation, conducted in collaboration with ARPAT, identified 11 specific Municipalities in the provinces of Grosseto, Siena, and Livorno, characterized by volcanic or granitic geology that favors gas exhalation.
The New 2024/2025 Classification
The approval of D.G.R. n. 1579 of 23/12/2024 (BURT n. 2 of 08/01/2025) represents a watershed in regional radiation protection. The Tuscany Region has officially published the list of Municipalities falling within Priority Areas (art. 11 D.Lgs 101/2020), focusing attention on specific territories such as Abbadia San Salvatore, Arcidosso, Castel del Piano, Piancastagnaio, Santa Fiora, Seggiano, Castell'Azzara, Capoliveri, Marciana, Marciana Marina, and Campo nell'Elba. In these areas, the statistical probability of exceeding the 300 Bq/m³ threshold is significantly higher than the regional average.
Geology: Amiata, Elba, and Colline Metallifere
Radon risk mapping in Tuscany is closely correlated with the complex geology of the territory. The identified areas are characterized by the massive presence of acidic magmatic and volcanic rocks, intrinsically rich in Uranium-238. In the context of Mount Amiata and the Elba Island pluton, as well as in the Colline Metallifere, the high soil permeability and presence of fractures favor the rise of gas to the surface, creating dangerous accumulation conditions not only in basements but also on ground floors.
Obligations: Ground Floor Monitoring Now Required
Classification as a "Priority Area" triggers immediate and non-deferrable obligations. While previously the measurement obligation concerned only underground premises, now, within the 11 designated Municipalities, monitoring becomes mandatory for all workplaces located on the ground floor (offices, shops, schools, banks, etc.). Employers and school principals must promptly begin annual measurements through certified dosimetry, under penalty of sanctions from D.Lgs 101/2020.

The Tuscany Region has identified radon risk areas in implementation of art. 11 of D.Lgs 101/2020. With D.G.R. n. 1579 of 23/12/2024, published in BURT n. 2 of 08/01/2025, 11 Municipalities were officially designated as Priority Areas. This radon mapping represents a fundamental step for public health protection in the region.
The classification is based on studies conducted by ARPAT in geologically at-risk zones: the volcanic areas of Mount Amiata (provinces of Grosseto and Siena), the granitic massifs of Elba Island (province of Livorno), and the Colline Metallifere. In these areas, the presence of acidic magmatic rocks rich in Uranium-238 favors the rise of radon gas to the surface.
Radon monitoring in municipalities classified as "Priority Area" becomes a mandatory radon measurement extended to all workplaces located on the ground floor, in addition to underground premises already obligated throughout the national territory. This means that bars, restaurants, shops, banks, professional offices, medical clinics, schools, and kindergartens located at street level must perform annual radon gas measurement through certified passive dosimeters. Non-compliance results in administrative and criminal penalties under art. 205 of D.Lgs 101/2020.
National Radon Plan and Tuscany
The National Radon Action Plan (PNAR 2023-2032) establishes strategic guidelines for reducing radon exposure in Italy. Tuscany, with DGR 1579/2024, fully aligns with the Plan's objectives, which provides for the progressive reduction of average radon concentration in buildings and the implementation of comprehensive radon risk assessment programs. The provinces of Grosseto, Siena, and Livorno are most affected by the obligations, but in other Tuscan provinces (Florence, Pisa, Lucca, Arezzo, Pistoia, Prato, Massa-Carrara) the obligation for underground premises remains, making radon regulations applicable to the entire regional territory.
